we don't really have any theoretical basis for whether they should always be constant or change over time, but so far all the searches for evidence of them being different in the past have turned up nothing

there's a lot of different theories that try to deal with dark energy and dark matter by modifying gravity like https://en.wikipedia.org/wiki/Massive_gravity and https://en.wikipedia.org/wiki/Modified_Newtonian_dynamics, but so far nobody has been able to come up with one that actually matches up with observations
