How do you think they determine who the 'average joe' is and who is a little more interesting? The answer is metadata. Their algorithms parse fucktons of info/logs in real time, and they flag anything they find of particular interest and partition identities into 'lists' (not entirely accurate but the word fits for now). They subsequently dedicate more processing power on those in lists indicating identities of interest. If you continue being a bad goy for long enough, you progress further up the lists and onto various other lists, and it won't take long for you to become a target. Now of course even at that point you will only be passively monitored, but you are now considered a threat, and if you do anything that even hints at being illegal they will have all they need to penetrate your allegorical asshole with the throbbing cock of the Fed. If you are on this website (and aren't already a fed. :D) you most likely know too much already.
