my friend pointed out that the expansion of the universe and red shift basically means that from a stationary viewer's perspective, the frequency of photons is slowing down. I had never really thought of this before

maybe this is a retarded question, but what if the situation is reversed, that photons and other particles whose frequencies capture information about distance in spacetime are changing, and this causes perceived expansion of the universe?
