Doing a little math.... A UK cubit is equal to 18" 1 billion cubits = ~284,000 miles The moon's orbit is ~239,000 miles That means the crest of Bender's crown is roughly 45k miles beyond the orbit of the moon.
Using traditional animation proportions, his head should be roughly 1/3 hus total height (~92k miles) with his eyes roughly 1/3 the distance from the top of is head (~30.6k miles). Ample distance for the monument to stare down on the moon. I imagine it would be much like Malichi looking up at the Metal Lord.
