numbers will always be skewed towards the smaller disease

Well then HIV is expensive for the same reason: controlling symptoms, whatever that entails for any illness determines the ultimate cost of treatment.
Not your half-baked, tangentially related "proactive" nonsense that skirts the obvious answer to sound original.
Also, people often lose autonomy as an indirect result of HIV, especially in the later stages.

Cancer just kinda sits there till you realize you have it. He went into hospitals to hold the hands of AIDS patients in a gesture to show Americans that it wasn't so casually transmittable.
what else should he have done? If we treated AIDS like we treated COVID now that would mean shaming the AIDS patients into social distancing or not having sex until we had a vaccine-- we would definitely interpret that as a vicious attempt to attack the homosexual community.

HIV is a complicated virus to deal with due to its fast main time and clever mechanism of action in the immune system. If we figure out how to cure it we can basically take out most known viral diseases.

That's why people do so much research on it, beyond just the fact it's a horrific disease
