many of this devices work but the efficiency is just too low to be of any real use

You don't have to prove a working product to get a patent and the patent office gives extra leniency to government patents even if they are dumb bullshit.

PS: patents are just a grift now anyways and haven't been used for their intended purpose for 60+ years.

You'd get more acceleration just by shooting the photons in the opposite direction of where you'd want to go. That's the only real "EM-drive".
