The only saving grace is that they breed with non-ashkenazi jews.
Likewise, if you implemented a "eugenics" program, at the end of it, you would have to out-breed your population or risk a huge portion of them having genetic birth defects- essentially nullifying anything you accomplished with eugenics (which probably wouldn't be much)
More than that, what on earth makes you think genetic bottleneck = high IQ?
