Humans are each following their own set of instructions. They cannot do anything outside of the literal tools given to them, including their brains.
Someone who has never heard of or seen a GheToIL'! cannot very well draw one, right? So there are hard limits to what humans can do, and in some cases, some humans cannot act in ways that don't harm other humans.
That is a fact. Humans sometimes cannot help but hurt other humans, even if their only obstacle is their own mind.
NOW BEFORE YOU GO JUMPING TO CONCLUSIONS, I am NOT saying that humans who cannot stop harming other humans are therefore completely harmless and should be allowed to persist in society same as everyone else. I am not saying that.
I am saying that it is not necessary to label that person as "evil". It is necessary (and more accurate) to say, "This person has hurt A-san, B-san, and C-san, and it may be a pattern. I care about A-san, B-san, and C-san and worry about D-san, so I will take action to prevent this pattern from continuing". Simple as that. No "evil" or "bad" is required.
