For the same reason, Sea Dragon still doesn't exist, Falcon Heavy has barely any customers, New Glenn is designed to have less payload capacity than Falcon Heavy ans SLS will only have one hand full of flights if any. Roughly 300 tonnes of payload are sent to orbit each year (by all rockets in the world), that's 2 Starship flights. Starship makes no sense if there won't be a use case for much more payload to space soon. Otherwise it would be much more economical to design it to have the payload capacity of Falcon 9 or at max as much as Falcon Heavy.
