Most people don't need lots of education, just training.
Most of this training could probably start at 14, but government wants people in ed as long as possible to make employment figures look better.
You also need a core of researchers who should study stem- but anyone outside this can be training or a mix of qualification/training.
eg engineering, commerce, analytical/process chemistry, finance, law, materials, physics 'jobs' could all have this applied. Instead of people studying things they will never remember/ use into their early 20s.
