Free will and morality

So the science suggests free will doesn't actually exist and our choices are determined before our brain sends the signals to make that choice. There are paradoxes within arrow of time theory and einsteins theories so they're incorrect or incomplete. Other theories of time which are more accurate do not allow for free will. If it does not exist doesn't that mean it would be irrational to blame someone for their actions? And if we were to conclusively prove free will does not exist what effects do you think it would have on the public?
