Was he right? Can evolutionary sequences on another planet wind up with beings as smart as humans that would be very different from us? For example, some underwater civilization?

That's what I'm questioning. Supposedly intelligent beings on another planet should be similar to humans at least in their ability to manipulate environment enough to emerge as a civilization, which would require them at least having hands, eyes, the usual things.

You are wrong.
It's hard to imagine a TECHNOLOGICAL civilization without fire, clay, iron...

Near modern Human level intelligence existed in human like species for hundreds of thousands of years before humans began to be technological.

Even with modem levels of intelligence most human civilizations would not have advanced technologically.
Native Australians invented nothing of note.
Native North Americans were basically at stone age.
Native South Americans never advanced too far before falling into chaos.
Africans did nothing.

Can a civilization be anything else than technological ?
Australians declined but they did have fire once, and they did create some tools, made rock paitings...
North americans had agriculture, basic architecture.
South americans advanced pretty far compared to other groups of the continent.
Africans had iron metallurgy, sculpture, a few example of urban life...

They can't compare with eurasian civilisation, but they had technology.
