Forgive my ignorance.

What is the phenomena of the difference between focusing your eyes on a moving object versus focusing your eyes on a stationary object near an object in motion? In this case, more specifically, in a fixed or predictable movement. Ex. Focusing on the path of a moving fan blade versus focusing on the center or another part of the fan or room that is stationary, or even peripherally looking at a fan in operation.

If you have more knowledge, say, reactions to movement of objects in a nonlinear or unpredictable manner/pattern, I'd love to hear it.

TL;DR: I feel a sense of time dilation or nausea (vertigo?) or some reflex in my body when I focus on a rotating fan blade rather than a stationary part of the fan or focus/look somewhere other than tracking the motion of the moving blade, what is that?
