Just because a brain is smaller than a solar system does not mean it's more likely to occur via random thermodynamic fluctuations.
A solar system will form, regardless of how you clump matter.
A brain will only form if you clump matter in a highly ordered way.
This means a solar system is actually more likely to arise out of thermodynamic fluctuation than a brain is.
