Doing the basic plug n chug calculation in EE, or doing VLSI and CPU design does little to teach you how to tackle CS problems, except in architecture.
Either way, even when it comes to software engineering, writing software is part of screening but not really the most salient part of a google job - your skillset is largely about solving hard problems regardless of what background you have. I've seen software guys go into hardware design and vice versa given enough experience.
Funnily enough, I know 3 people who got CS PhD's working at Nvidia and Intel for core architecture
