if you write a computer program that permanently adds random code to itself, how long would it take till it becomes a fully functional AI (self aware) by chance?

Not enough to just add random code. Need to make the codes compete, and yeah, this is essentially the concept behind a GAN, Generative Adverserial Network. Our own brain is likely a GAN.

It would need some way to determine whether a code addition is good or bad otherwise it'll just stochastically explore random sequences of code and anything even close to being sentient would only exist until the next iteration fucked it up. It may also be beneficial to bootstrap it with some functional protobrain that kinda does what you want. A subconscious, so to speak. Something that can interface with the hardware and generate features, something that can provide some trivial actions that the ai can manipulate relatively inexpensively. You need an objective function to maximize and you need initial conditions. Nature does this for us via food, sex, etc. We have to tell machines what they should care about.
