How come magnetic flux lines cutting perpendicularly through human nerves don't invoke a charge but electrodes attached to human nerves do send a signal?

The flux has to move or change to induce current. Or there's simply no way to measure the inductance of a nerve cells to determine how much flux it would take to induce a current. Or the current is too negligible notice.

The pulse that travels along the length of a nerve is a change in potential, it is not charge.

A (very weak) emf is in principle induced along the length of the nerve due to motion through the earth's magnetic field, but the potential that matters is between the inside and outside of the nerve, not along its ends.

...to use an analogy, nerve pulses are like ripples on the surface of water. Motion through the magnetic field could tilt the surface of the water slightly (much smaller than the amplitude of the waves) but still what matters are the waves on surface.
