Anyone here a coastal engineer or know a thing or two about oceans and engineering? In my motherland, there’s a recent string of unusual events of whirlpools/vortexes pulling people from the beach and killing them. This never happened before and I’d like to know if a gov entity can induce artificial whirlpools/vortexes through man made structures like cement blocks elsewhere in the coastal strip, which would be used to prevent flooding.

Tldr: Are artificial man made whirlpools/vortexes possible and I’d do how? I’m willing to look into this but I need a description so I can know where to look
