There will always be variation in regards to behavioral traits like introversion, anxiousness, social interest, intelligence etc. Because a population always gravitates around a well defined point of convergence, a society will too. The social mores, norms etc. ultimately are all built around this point of convergence. A culture ultimately reflects the innate nature of its population.
Those whose needs or capabilites deviate too noticably from the center are punished because they have to live up to the morals, expectations etc. that do not correspond to their own needs and desires.
