Basically what anesthetics do is stop the propagation of feedback signals from higher order cortical areas to lower ones. This feedback has long been proposed to underlie conscious perception** because feedback signals shape and tune newly arriving sensory information in a way such that they are integrated in to previously received sensory information. These signals normally get fed through apical dendrites (branches of neurons in deep cortical layers, where feedback signals arrive), and anesthetics inhibit those dendrites, thereby breaking the recurrent loop.
