Anybody can shoot a child. The inept officer saw an opportunity to end the conflict quickly by very easily killing a child.
If the perpetrator had been MORE of a threat, then the incompetent officer wouldn't have rushed to use lethal force. If the perpetrator forced them to STOP AND THINK before engaging then they could have found a different resolution.
cop saw perfectly legal and "SAFE" opportunity to kill someone, if it were more dangerous, this cop would have ran for safety
thus the paradox of the cop using the defense of "he was a threat" arises. if he's technically a threat but not really, instant death blow, if he's a true threat then that requires somebody who's actually knows what the fuck they're doing, so fall back and wait for backup
