I have a good friend who has Dyscalulia
He is so bad at math he failed basic math, and can't do much more than count on his fingers
Is anyone aware of any options or techniques he might be able to use to help him?

I know there are stories of people who have strokes and the part of their brain that controls speech is damaged, so they can learn to speak by training the singing area of their brain to take over - wondering if there is anything similar for math?

Music. If he can learn to interpret sheet music and play, say the piano, then there would be hope that he can (perhaps with someone's guidance, perhaps alone) develop an association with math. It is all just pattern recognition at its base, after all. Both being good at math and playing well.
Couple this with geometry for best results. There are ways to do most high school level calculations through geometric shenanigans to substitute algebra. If he can learn to do that, then it's just a matter of switching over to doing the same shit with regular numbers and getting him to realize that he is doing the same shit.

Unfortunately one of the side effects is trouble reading music - oddly enough, he can play the Trumpet, he just never learned to read the scales (I never asked him about the specifics of that, that is something I could explore with him)

I think so, he has a good vocabulary, decent social intelligence, is observant, and can read & manipulate people if required

I have dscalulia and am studying EE now my way to get around it was to just brute force it until I learnt it
try to understand the principle behind the maths instead of mesmerizing the steps
for actual help use a calculator as much as possible and don't try to do anything in your head use paper and try to practise it as much as possible

It depends on their age. I have a theory (which might be complete BS but it seems to fit the limited data), that you need to acquire the notion of 'number' by about 10 or it becomes impossible to acquire. This means it would work the same way as language. It is known that children who do not acquire language in childhood never learn to speak with any sort of fluency. The prime example of dyscalulia is the Pirahãs - they live in the Brazilian rain-forest. In their everyday lives, the Pirahãs appear to have no need for numbers, and they don't even appear to count without language, on their fingers for example. The Pirahãs simply don't get the concept of numbers, over a period of 8 months one researcher tried to teach the adults to count. "In the end, not a single person could count to ten," the researcher says. The same problem didn't exist with the children though.

There are so many unique features in their language that it probably counts as the worlds weirdest language. (But that's another story).
