Psychfag here. You don't manufacture neurotransmitters because it's just not efficient. Your brain makes an infinite amount of it and there's only so many receptors for every chemical. It's much easier to influence reuptake in medicine in order to combat the effects of depressive episodes or depression in general. what you suggest is more expensive and time consuming. It's the equivalent of making a thousand keys to open an unlocked door to a room of already-premade keys. Wouldn't make logistic sense.
