For the sake of discussion, by theory of everything I mean that, if you wanted to program our Universe, what is the most simple equation or algorithm you could use to do it? It doesn't seem like it would be that hard to figure out... universe is local, simultaneous, symmetrical, consistent, conserving... so what algorithm would satisfy all those requirements?

Smallest particle - we will call "niggion", instead of quantum foam. The niggion is 1 or 0, think of it like a charge. Most niggions are 0 (approximately 1e10 uncharged niggions per charged niggion, very spread apart). The universe is a uniform grid of these spherical niggions.
The law of everything is simple: a charged niggion will transfer its charge to a random adjacent niggion every niggosecond with odds based on charge density (i.e. say there is a niggion 500,000 niggions to the east. I think you are on the right path in the sense that the Universe is clearly a simultaneously computing, locally acting, system. But why are you limiting your automaton to binary? Is it because human computers are binary? Why should the Universe have any kind of binary constraint?
