why does Einstein imply that "God does not play dice" in regards to QM if the interpretation is phenomenological? QM never implied it was complete was it? Did he believe God had no hidden variables?

He didn't like the implications of non determinism.
A lot of the weirder quantum fuckiness turned off a lot of people because it doesn't make intuitive sense in our classical world and leads to all kinds of quantum woo.
