He's basically saying that rotating a camera will rotate everything in the scene equally, and there's no way to make an object in a scene rotate relative to the background or the horizon by rotating the camera. Well no shit sherlock, that's obvious to anyone that knows anything about how cameras or optics work.
The question is whether there is an actual object rotating or if it is a flare effect which is inside the camera or lens, in which case the thing that is rotating is not in the "scene" at all.
