It is not inherintly bad, but the way they do it is bad (government secured loans). If you have to prove that you going to pay it back it leads to a optimal investment scheme with lower costs and nobody is able to study stupid shit.

In germany for example there are many people studying stupid shit which everybody has to pay for, while nobody wants to go into craftsmanship and do some of the real work.
