Does this paper prove that a mixed race(black and white) child's IQ will regress to the mean? So that even a high IQ black parent mating with a high IQ white parent their offsprings IQ will regress to the 85 average IQ of the black parent?

Yes but wouldn't this result in a lower IQ? Because the mean IQ for the high IQ black parent is lower than what the mean IQ would have been for had the white parent reproduced with another white parent?

Eg:

White parent with 130 IQ(mean IQ for white race being 100) + black parent with 130 IQ(mean IQ for his race being 85)

Vs

White parent with 130 IQ(mean IQ for white race being 100) + white parent with 130 IQ(mean IQ for his race being 100)

If IQ of the offspring regresses to the mean of each parent, wouldn't the child with the two white parents be more likely to end up with the higher IQ EVEN THOUGH ALL FOUR PARENTS HAVE THE SAME IQ OF 130?

The author in the link I posted claims to have demonstrated that the white-white offspring will be more intelligent than the black-white couple even though each 4 of the parents have the same iq of 130. Has he proven this?

My great grandma was part of some eugenics experiments in the us military on this. She was a legit genius and got paired with a very smart man.

The children of this study regressed towards the mean intelligence quotation in even a single generation so the military abandoned the project. This is exemplified by the fact that I'm posting on /sci/ so obviously I'm retarded

First off, Regression to the Mean is a generalised concept in science/statistics and not specific to genetics or intelligence.
Imagine you wanted to measure something empirically - the more you test it, the closer you get to finding out the real value. If you want to find out the average height of a region, you would sample people right? If you sampled only 10 people, there would be a high chance that your average height calculate would be somewhat close to the Mean, but little bit inaccurate due to random noise. As you sample more people, you get closer to the Mean (the real value you want to ascertain). This is regression to the Mean.
This concept comes into play when you measure somebody's IQ. The tests have a small amount of random chance involved like with people guessing the multiple choice or sometimes people get lucky/unlucky in figuring out the correct response. Usually the random effect is small and irrelevant to most test results, but what about the people who received extremely high or extremely low results on the far end? I'm taking about those 1 in 10000 types of people like 145 IQ - how likely is it that the person who scored 145 is actually a 1 in 1000 intelligence vs they were lucky on the test?
Basically, the more rare the IQ score (extremes on the high and low end), the higher the probability that luck played a role in their score.
Do you see how this relates to what I said earlier about sampling and random noise?
What this means in practice is that, if you keep giving those people with extreme IQ scores more tests, their IQ score will regress to the Mean.

How does this relate to predictions of parental offspring? Well the parents who report very high IQ often only take a single test, so their real IQ is lower than they think and so will their kids.
Regression to the Mean has nothing to do with how genes (and environment) combine and interact to determine intelligence.
