What does a tiny baby with no understanding or experience find funny? "Pikaboo". They don't understand object permanence yet, so to them it seems like you disappear every time you cover your face. Popping in and out of existence is completely unexpected, and thus hilarious. Weird noises can also be hilarious.
It's all about the surprise factor.
Also, that's why people quoting old jokes (like repeating Monty Python gags or quoting simpsons at each other) is cringy anti-comedy. A well placed quote can still be funny in isolation if it's unexpected, but directly quoting funny things and thinking it's still funny is the height of autism.
