If the answer would be "the guys who fund researchers", then the researchers would necessarily be part of the answer too. I.e. the options aren't uncorrelated/disjunct.

What can be said is that the vast bulk of mathematical advances happen in academia. That's not to say there isn't smart people at IMB, but it's surely outweighted by free-to-choose topical mathematical research.
