Why do we assume a higher developed civilization to waste energy by randomly sending signals into space and why do we assume radio signals to even be used and relevant to these civilizations with possible access to higher level technology?.

If we assume the creation of radio signals to be a necessary part of technological development, how has the time-frame of radio-use within the civilization's development been estimated within calculations?

e.g. 4 billion year planet, 200 years of radio use in early stages of civilization. Planet next door looks for radio-signals 20 million years later. "Oh no radio signals, so there clearly is no intelligent life next door as they don't use iphones".

Nope. Due to the nature of the interstellar medium and the nature of broadband radio, hearing waste signals from nearby aliens is nearly impossible.

The problem is as civilizations become more technologically developed and reach the computational capacity of simulating universes they realize the potentitality of being in a simulation themselves. By researching into the Planck-like base units of reality they manage to calculate the computational complexity of simulating our universe, and the optimizations took to run it. From there they estimate the maximum material size their civilzation can take before slowing down the simulation too much and getting it shut down, and so they stay in that state.
They also develop a lack of trust in other advanced civilzations to come to the same conclusion and so they focus their resources on destroying already advanced civilizations and stagnating the growth of new ones. This is the true answer to the Fermi paradox.

Why?

The thing NOBODY ever talks about, is the strength of the signal necessary to be received lightyears away.

Sure, our TV broadcasts from 1950 are 70 lightyears away now. But are they strong enough to be received by anybody? Apply the same reasoning to any other civilisation. People always kinda assume that radio signals are binary. Either there is one or there isn't.

Not only that but we've gone darker now than we were in the 50s. Optical cable is way better than radio communication.
