There is no difference in the technical rating of different length bolts. A 100mm long grade 12.9 capscrew has the same specs as a 12.9 200mm capscrew.
You could make the autistic arguement that a longer bolt has more material to stretch before breaking but it's not a factor in rating in bolts.
