The perceived risk that most people believe is a form of selection bias due to it being illegal to advertise usage combined with the fact that the black market makes such things much more dangerous.
To put it simply, you don't ever see people who use those substances to their benefit since they're liable to be punished for using the substance, and a lot of the people that do end up "revealing" their usage only do so because they have problems due to quality, price, and improper usage issues, all of which proliferate due to the black market.
