The defective mutated allele survives in the population it originated from for a while because it is recessive and so it has no disadvantage to people who only have one. Occasionally someone has both and they are a little weirder/weaker for it. There are many such minor recessive defects in all populations and they disappear over time, more slowly that defective dominant alleles. Because they disappear over time, very different populations have probably lost all the defective recessive alleles they had in common.
If your parents are very different, it is unlikely that you will have a lot of sets of 2 recessive defective alleles on the same genes, and so you are a bit less wonky. There are no «extra» powers, you just don’t have any of that wonky weak side from an accumulation of little defects, that is very obvious in inbred people.
