Its a radio telescope. Obviously a crater on the moon would be better, but atmosphere doesn't interfere with the frequencies they're interested in as much as it would with light.

Telescopes don't just become useless when there's a bigger one. 2 telescopes can do more than one. It's still quite useful for pulsar timing arrays to measure long wavelength gravitational waves and characterising near earth objects. It has been on the edge of being closed a few times because it has a high operating cost relative to it's output.

They're not going to build a replacement. US astronomy is broke and astronomers want ngVLA, which would have a much stronger science case. NSF couldn't even continue fully funding Green Bank. Arrays are the way forward.

My understanding is that it wasn't one of the cables pulling the dish down from below, it was one of the large cables above that supports the instrumentation and receiver cluster. Those cables are pretty big with a mass of something like 20kg per foot (or meter, I don't remember exactly).
