Places like Korea went months without any government imposed limitations because the populace had enough social conscience to start wearing masks and distancing without being forced to. Eventually some fucktards started ruining it for everyone and the government had to bring in some enforced requirements but for the most part people did the right thing.
Australians are less likely to follow mere guidelines so the government had to actually enforce limitations on high risk non-essential activities.
Then there are other (third-world) nations where a full lockdown was necessary to stop people going around and overwhelming their healthcare system because there was 0 chance of their populace following restrictions.
These are sociology questions which no doubt will be a topic of research for decades to come and have nothing to do with science though.
