Say country X were to completely rebuild its higher education system from the ground up. The first step is killing the humboldtian model and completely separating teaching and research institutions.
What would a purely teaching university be concerned with? How would you evaluate/rank them? Student outcomes/jobs? Number of students deciding to join the research pipeline after the teaching stage? Student experience/satisfaction?
