We had the ability to create tools, we eventually learned to create fire to cook food (which has contributed to brain development over generations), and we had many other resources to build societies (agricultural methods from the Neolithic Revolution, materials to use for construction, resources that we can use for exchange of other goods, etc.); dolphins, on the other hand, do not have such complex means to create tools, they do not have means to maximize nutrient intake from cooking, and do not have the resources to build civilization, altogether without any advantage they can use to out-compete their competitors. With their current outlook, there is no way they can take control of the seas.
