can someone help me understand what the red circle means and where he got it from? i think the half-box means factorial, but i still don't get it.

this is from a 1934 book called stabilized feedback amplifiers, where it seems like he's describing pole-zero diagrams and setting the scene for classical controls. but i dont get what he's doing here.
