At least such a base is being planned, but what do you think are the odds of ever making a spacecraft manufacturing station on the Moon? Obviously the raw materials would have to get there from earth, nevermind the machinery and personnel to establish and operate the manufactory. However, after its been set up, wouldn't launching space missions from there save resources on large propulsion thrusters and other general equipment that would normally be required to escape the Earth's atmosphere, thus allowing for missions with longer range and less load?
Assuming an international program with contribution from multiple space agencies around the world is established, in order to acquire the necessary resources and to invent a more efficient way to sent them to the Moon, would such a project be feasible and/or good prospect?
