World today is complex and being bright is not only constraint when it comes to correct assessments of claims. There is simply not enough time for however bright person to correctly judge the truthfullness of some statements- it requires too much of a prerequisite information. Just think about how you would probably not correctly understand foreign language not familiar to you unless you are fluent in it. He is probably right within some range of general knowledge but ultimately I think that these bright people he talks about do not really exist in today's world because of what i have written above.
