After centuries of demanding more individualism, they realized that if the power even the least individual has exceeds a certain boundary (through the Internet), the masses become uncontrollable for them.
You can't really shutdown the Internet, that would get themselves killed as well.
So they want to make it as much of an Orwellian nightmare as possible. So the public turns on the Internet on its own, but ultimately fails and resigns itself to the Collective.
