Of course, you could make the same argument about everything perishing with the entropy of the universe, but aside from that point, they would pretty much be stuck in the "stone" age underwater; no matter how advanced their art, philosophy, law, theater, everything became.
Technological progress has pretty much become the berometer of the measure of "civilization".
