put another way, the reason people in harsh prison camps follow rules is because they're afraid of getting caught. the second this fear disappears (guards slip up etc) they do whatever the hell they want. positive reinforcement on the other hand actually encourages people to repeat the desired behavior.
this is why encouraging your citizens to spy on one another in exchange for benefits works better than putting in laws against doing things you don't want.
