Is charisma something you are born with or something you learn through your life experiences? Why are some people so good with it and others socially retarded?

Charisma is constrained by 2 boundaries - how good you look, and to whom you are speaking.
A lot of people on this site are socially inept and flock to the idea of charisma as a sort of social magic that they can learn to wield.
"Learn this one weird trick and you can meme everyone" it's typical magical thinking.

Charisma is really just when a good looking and confident person makes an insecure person feel good or excited. The insecure person then associates their positive feelings with the person, and allows them to have undue influence over them.

Well put. Though I would expand that from "good looking" to someone "competent"/high up in some kind of hierarchy, reaching down and uplifting someone from a lower rung. If some old academic guy you look up to praises your work/encourages a certain behaviour, you would try and align your actions accordingly not because you want to fuck the guy, but because you perceive him as more valuable than you are.

Its a mix. Some people are one hundred percent born with it or observe it in a parent and learn. But you can vastly improve through exposure to social situation, working on self improvement, listening to criticisms of yourself and surviving character building experiences. It's going to help if you have empathy and the ability to see things from someone else's perspective.
