Why are dolphins so much more intelligent than fish?

Dolphins and fish are morphologically very similar, some fish have superficially similar ecological niches (social predators), so why are dolphins so exceptionally intelligent while nearly all fish are dumb?

Because fish can breathe in water, while dolphins can't. A dumb dolphin will drown.

My guesses:
1. Dolphins are live bearers, so by necessity they will have far fewer offspring per individual than fish. Heavy parental involvement is a hallmark of the very most intelligent animals (elephants, humans, dolphins) because intelligence is a prerequisite for the transmission of intergenerational knowledge.
2. Dolphins have echolocation, which probably requires a lot of hardware.
3. Generally, land is a much more complex ecosystem than the open ocean (this is less true of reefs). While there are social fish, descending from land dwellers may have put dolphins above a threshold for intelligence that they maintained through social interaction and play
Really not sure about this though

I think it's really the air breathing, which makes survival impossible without planning ahead. Echolocation cannot need that much brain if bats can do it.

Bats are reasonably intelligent as far as I know and they're miles and leagues above fish. I doubt having to surface to breathe would be a big difference maker. Knowing when to surface based on depth and oxygen level seems like something a dim witted animal could know by instinct, but maybe I'm wrong.

I would guess that its because they have an evolutive history full of environment changes, that selected for the ability to adapt, of which intelligence is a factor.
Fish for all history only had to do fish things.

a large brain requires too much oxygen for gilled fish to evolve it, while an air breathing marine mammal can evolve it no problem
