You cannot become a world class violinist as an adult but you can learn some basic art techniques and apply them (your brain loses plasticity over time). It's all relative to your determination and effort, for the most part; keep in mind, that in this process you are effectively re-writing or working against the things your brain is already wired to be drawn to (from youth and sharp experiences).
I would take a look at the underlying reasons you want to do a thing. Is it because it will help you get a girl or land a job? Won't work. Your brain will reject that maladaptation. It might work intermittently, or even short-term but there will always be a regression unless you do the thing for a long period of time, enough for it, to actually rewire your neural pathways. At that point, however, there's a possibility you will be miserable due to remnant, resistant branches (i.e., "this is not what I wanted to do in life").
