I have a piece of land. There is a buried cable running through my land without my permission. I asked the cable's owner to either provide some plans pinpointing the exact location of the cable or to remove it, but they are refusing to acknowledge ownership, i.e. "THIS CABLE ISN'T MINE FUCK OFF".

The cable is 4-core 240mm2 XLPE insulated (diameter 60mm or similar). I'm assuming it's armoured with 2-2,5mm steel cables.
I need to dig up the cable and interrupt the supply of electricity somehow. I'm considering these options:
1) Hiring a man with a tractor to rip through the cable
2) Wrapping a thin steel cable around the electrical cable, attaching it to my car and ripping it out / through it
3) Wrapping the electrical cable in gasoline-soaked cloths and setting it on fire
Can anyone help me understand whether any of these options can generate the forces required?
