The previous AI winter thawed due to mass data capture and lower computation and storage costs.
We're currently entering another AI winter and the next thaw will be when quantum computing becomes feasible and with it we'll see real sci fiction level AI.

They thought they could build human-level AI in the 1950s and 60s, when computers took up entire rooms and you needed to use punchcards. The computers of today are billions of times more powerful than older ones, yet there isn't a single thing in existence at the moment that could be considered a human-level AI. Quantum computing MIGHT be able to brute force something more powerful, but I don't have any hopes for it. We probably won't see any mainstream super AI for decades since absolutely no one, even the best researchers in the world, know how to build it.

That's not true. You can simply fund medical studies until we have full knowledge of how a brain functions, and copy that into binary. The problem is that would take a profound level of work, detail, and funding, and it might span multiple generations right now depending on how simple of a model it can be broken down into.
