I think this has not been done due to the need to manage highly radioactive elements while performing maintenance. It would also create more radioactive waste as worn down parts would be contaminated.

Basically it would create more problems than it would solve.

Nuclear energy is the best you can have.
Only reason its failure more are unpleasant is because we cheapen out on safety then spend all the money we kept aside for safe disassembly on other project.

To be fair, we were stolen entire of safer nuclear generator design because the real motivation was to get nuclear weapon, so we associate nuclear with the nuclear bomb.

Nuclear is restricted because the 5 permanent UN security council members (the 'legitimate' nuke owners) have determined that they shall control &/or restrict the nuclear technology development of all countries. They do this through the NPT, and only a couple 'rogue' countries and Israel have been able to defy it.

If you're talking about thorium reactors their main reason for not being adopted over BWRs and PWRs is because PWRs and BWRs are much easier to manufacture and maintain.

Stirling engine cost for personal use. Its why these are only effective on large scales. As they don't really pay off for a long time. Solar panels for instance can pay off in 1-2 years.

I think the best way to do this would be to use something similar to the RTG that NASA uses for deep space probes. You could just generate electricity from the thermo electric effect and you would probably not have to deal with as many moving parts. I am not sure that it would create enough electricity to be worth it though, NASA used plutonium for those so whatever waste you have would have to be pretty hot. It really depends on what you mean by nuclear waste, my understanding is that "nuclear waste" could mean spent fuel rods or just old clothes/equipment from the nuclear industry.

Thorium is a fuel, the real cool tech is molten salt and it was not developed because it was being invented after regulations were in place and favoring water reactors, there is audio of nixon saying he would fund water reactors because his voters were in the state that would receive money if he so chose and that's how molten salt reactors were left in the closet.

RTGs have poor efficiency compared to stirling engines though. The reason they're used in space is because of extra issues to do with weight/size and moving parts. NASA has been looking at replacing RTGs with the advanced Stirling radioisotope generator (ASRG).

For terrestrial application they make more sense.
